One of my colleague's friend was in Amsterdam during the October fest wherein he visited this particular joint where they actually serve pre-rolled joint.. A sure-shot add-on to my dream destinations.

Totally man,... I have always been wanting to have a first hand experience on that :-D
This is quite common in both Amsterdam and Brussels. You cannot hold weed or cocaine but you can get it across the counter in any of the bars and pubs. Its legal there :-)
